NOTICE TO HOMEOWNERS

Planned Sanitary Sewer Work by Old Lycoming Area Authority

 

 

Dear Homeowners,

 

As you are probably aware, major renovations to the public sewage systems throughout the area are occurring.  These renovations are a result of the recommendations provided in the Williamsport Sanitary Authority’s Official Act 537 Sewage Facilities Plan Update and the WSA Tributary Communities Act 537 Sewage Facilities Special Study.  These reports recommended that the following work be performed by the Old Lycoming Area Authority.

 

·         Complete a detailed investigation of the sanitary sewer facilities within Old Lycoming Area Authority’s service area and construct improvements recommended in the investigation report,

·         Construct a wet weather storage tank and pump station at the Williamsport Sanitary Authority’s West WWTP for use by the Old Lycoming Area Authority, and

·         Implement a Property Inspection Program within the Old Lycoming Area Authority service area,

 

On behalf of the Old Lycoming Area Authority, Old Lycoming Township completed the investigation of the public sewer system, which encompassed an area from Loyalsock Township to the City of Williamsport and from Lycoming Creek to Grimesville Road.  A detailed Inflow/Infiltration Investigation Report was completed in November 2009 and recommended that the Authority implement the following:

 

·         Replacement of 1,621 feet of sewer main in the Ridgedale Avenue area.

·         Rehabilitation of 19,959 feet of sewer main and 57 manholes, primarily in the Indian Hills section of the Township.

·         Development and Implementation of an Operation and Maintenance Manual for long term sustainability of the system.

 

During 2010, Old Lycoming Township began implementation of the Property Inspection Program.  This program is a multi-year effort to identify and eliminate inflow and infiltration from private properties within the Old Lycoming Area Authority’s service area.

 

Also during 2010, Sanitary Sewer Rehabilitation Project No. 1, which includes those sewers identified for rehabilitation in the Inflow/Infiltration Investigation Report, was designed.  The project was bid on January 28, 2011 and bids were received from five contractors on March 1, 2011.  The bids received ranged from a low of $2,280,806.00 to a high of $3,089,207.00.  The contract was awarded to the low bidder, HRI, Inc. of Williamsport, at a cost that is approximately $550,000 lower than our Engineer’s Estimated Construction Cost that was provided in the WSA Tributary Communities Act 537 Sewage Facilities Special Study. 

 

At this time, the Old Lycoming Area Authority is notifying homeowners of HRI’s tentative schedule for completion of the work.  The Notice to Proceed was provided on April 5, 2011.  Substantial completion is required by November 15, 2011 and final completion is required by December 15, 2011.  Please understand that these improvements are required and the Old Lycoming Area Authority requests your cooperation and patience with this matter.  If any issues arise with your property during the construction period, please contact the Township at 570-322-6906 extension 214.  Your concerns will be provided to the engineer and contractor and will be addressed as promptly as possible.
